Dear Tom Gamber and Rodfather,
While the rumor may be true, perhaps it's time to hold your horses and wait to see what is posted in print.
Call me a cynic, and correct me if I'm proven to be wrong, but decisions like that don't come from reliable sources, they come in print.

If thats what it took. You had everything you needed already in place to effect change.
The issue now is, Allenberry has total control of that stretch. It is their property and can post no tresspassing for everyone. The "Free Permit" may still be in play, but that is of little resolution. The state will no longer stock The Run. That makes no difference since it was toatally destroyed with the "renovation".

Does "open water" mean it's no longer "Stocked Trout Waters" and the scheduled April 22 stocking will be cancelled or Stocked Trout Waters with all tackle permitted?
If it is the former, that's the correct approach and the PFBC folks I spoke felt the same way.
If it is the latter, I'm disappointed...
In the meantime, if this happens BEFORE they eliminate the special regulation if y'all want to get back at Allenberry, IF Allenberry doesn't impose their own harvest restrictions....
After Opening Day, get a permit and harvest your limit of the fish the PFBC stocked on March 3rd... 😉

It’s not ruining the fishing experience if they have made it open water. It’s fair game for anyone. Allenberry decided to restrict access, because of that the PFBC has made it open water. According to the PFBC regs, you can keep up to 5 during the open season and 3 during the extend season.
Action, meet our friend consequence.
Allenberry had the only C&R section of the Breeches and many people utilized it and enjoyed it. They decided to limit access and that section of the stream lost the C&R status, which is in line with PFBC rules. In open water people can keep fish, full stop. It’s not ruining it for anyone, it’s treating that section like any other section of the stream.
I personally hope people do exactly what was proposed. Max out the permits every day, keep the limit. Let’s see how many anglers come from all over the place to fish a marginal section of stream that is not stocked publicly.
My fishing license and my YBAC membership paid for those stocked fish on that stretch of water.

It’s the thousands of angler hours now being displaced to other areas in the Cumberland Valley that will become evident as destination anglers read the fly shop stream reports and head there for the “great hatches/fishing” in already stressed locations - the CV spring creeks have all seen sharp declines in the quality of angling due to increased population and the subsequent pressures of less water (thanks to the huge increase of wells into the aquifer) poorer water quality (thanks to 50 odd years of no till chemicals/ferilizer/road salt leaching) and overall exponential angler use - it doesn’t help that much of the lower Letort is now posted too. Now that the new agreement is about to happen, the goose that laid the golden eggs for local fly shops these 50+ years has been offed - and the angler hordes will be distributed elsewhere - the same happened to pheasant hunting on farms/now strip malls, State Park day use areas, Ski Roundtop, and every golf course (old and new) in the valley. Even with the best land management, the population increase wins out over nature every time - trouble is this is happening in many more areas of many more states - there’s always disc golf …

I still don't know what exactly is going to happen and NOTHING official has happened YET...
However, the correct thing for the PFBC is to drop the Special Regulation AND their stocking because no matter how you slice it, access will be restricted. That would make Section 03 of the Yellow Breeches just another PFBC non-stocked stream section in PA, like Section 01 of the Yellow Breeches.
Hopefully the PFBC makes up their mind soon because coincidentally, the first day of permits required is the Opening Day of Trout Season so it could be interesting or get ugly...
However, IF Section 03 is removed from PFBC Special Regulations and the Stocked Trout Waters list and IF Allenberry wants "trout fishing" on THEIR property to be part of the experience for their guests, they will have to stock themselves.

Population of Pennsylvania is roughly 13,000,000
Although the square miles is fairly extensive, the inhabitable square mileage isn't that great. And it's multi-ethnic. It's a state. Not a nation.
Population of Sweden is neighborhood of 10,000,000 and seems to be a lot more inhabitable.
And though its population is changing, there is a difference between a nation having a population mutually identifiable, and a statehood in the United States.
(There are some other big differences as well for Sweden's population. It is home to at least one large umbrella global business that oversees a number of retail American businesses, and perhaps that allows it to provide some special social benefits to its citizens.)
