I use a fly similar to this for King salmon on the Salmon River in New York with great suggest.
What makes it not ok?#16 heavy mohair turbo nymph. Note: not ok for Pa FFO
58 Pa. Code § 65.14 defines legal flies on catch-and-release FFO waters as “artificial flies and streamers constructed of natural or synthetic materials so long as all flies are constructed in a normal fashion with components wound on or about the hook.”What makes it not ok?

A spinning blade is not considered “wound.” Though the probability of being flagged for a tiny spinner is near zero, folks should be aware that officially such are off limits. I think they’re fun, particularly the furled mohair “mop” tails.
Beat me to it.A bead or cone on a fly is not “wound on or about the hook.” Nor are those fish skull or fish mask thingies some people use. Not sure your propellers are illegal anywhere in PA.
I call shenanigans. A beadhead or conehead isn't wound; could you not fish streamers or nymphs weighted with such? Could you not fish streamers with Fish-Skull masks? How about foam popper heads?
I'm sure this topic is a dead horse that I just wasn't privy to being beat, but

You tell anybody who hassles you that some stranger on the internet said you're all good and they can kiss my ***!I’m happy to be wrong, am no expert in this area, have edited my post, and won’t argue the point any further.
