I usually wear an orange hat and an orange bandanna around my neck.

When I fish in/on SGL's frequented by hunters from Metro NJ or NY, I have an orange vest I'll throw on to get me safely back to my car when it starts to sound like Chicago on a weekend...

Without signage at SGL access areas, how would a person who doesn't purchase a hunting license know of this rule?

I don't think I'll be wearing orange during the spring turkey season, which is explicitly stated in the article. I'm sorry, but I don't give a damn. I'm not always going to start packing orange when I leave for a fishing trip. Fine me.

There are several game lands where I like to fish where I've NEVER SEEN A HUNTER.

I wish that lady in Delaware was wearing some kind of orange, it might well have made the difference. I don't think she was aware of a special early antlerless season on that property though. Plus, it happened at about 7:40PM.

I will wear orange - I usually do but after reading the bulletin posted by @Bamboozle, we're burying the lead.

Reading the language, the whole bulletin only applies to persons NOT engaged in lawful hunting, trapping or FISHING on State game lands:

"The commission also amends § 135.41(c)(21) to extend this same date range to the fluorescent orange requirement applicable to persons not engaged in lawful hunting, trapping or fishing on State game lands."

The bulletin uses that language at least three times including the opening paragraph. It seems to me they're targeting all SGL users during hunting season that aren't hunting, trapping, or fishing: people on horses, hiking, tending to their marijuana crop, digging for buried treasure?

Not a lawyer but that's my interpretation.

Many of our state agencies have a real genius for writing rules in a way that is confusing.

This law is as easy of a law to understand as it possibly can be. The problem, as previously stated, is people reading new reports or social media comments on the law rather then reading the actual law. The law itself is very clear. A person not hunting on SGL’s is required to wear a flo orange hat at the minimum. No vest, shirt or anything more then a hat is required. No further definition of what constitutes a non hunter is needed. It does not change the exemptions for bird hunters. The appropriate statues are easily found, easy to read and have already been posted to this thread.
