PFBC/PGC to eliminate deputy warden positions

I would love to understand the rationale and timing of the decision, but neither organization has been forthcoming about the strategy.

Some think it is just a spiteful response to the recent “open fields” decision by the PA Supreme Court. Lacking context to the contrary, easy to think that.

I am thinking it is most likely due to the recent study, whose results have not been released to the public, that looked at combining the enforcement divisions of the PGC and PFBC. Maybe the study recommending eliminating part time deputies as part of merging the groups? Of course it could be something completely different like the state lawyers saying part time deputies are a legal liability, or that they could potentially claim all their hours over the years should have been paid?
 
Others believe it a step in merging the agencies -- which may include merging them with DEP/DCNR.

At any rate, there is certainly more to this than meets the eye.
