They definitely exist; my experience is that they seem to stop eating when they move up to spawn.

Either that, or they just don't like any of my ties and my drifts are sloppy...so who knows?

Yeah, I’ve found some big rogue Browns in NWPA in the Fall before, but never from the reservoir tribs. FWIW. Definitely a bit of a needle in the haystack game. But the places I’ve found them, I’ve reliably found them multiple times. Gotta log some miles on the boots.
