Who gets to determine what is or is not a stream that "supports" wild trout and how many wild trout need to be in a "supporting stream" to make that determination?

The PFBC and they have established guidelines and policies for many categories of wild streams . Most of the categories are based on species, biomass, length and percentage of species. Lots of details from the PFBC in the attached PDF.
