Check out the plastic registration plates from Amazon. You may be able to find them locally in a marine supply shop but Amazon will get them to you in a day or two along with all the letters and numbers you'll need. I just tie them off and toss them over the side on my inflatable kayak.
I was going to paint the registration number and hang a piece of plastic with the sticker on mine. I got checked while I still had a temporary registration and the officer suggested I use something like what Tim posted when I received my registration. I made mine out of some grey plastic sheet I had around but it is essentially the same thing.
I put them on the oars. I know that it’s probably not legal, but couldn’t get them to stick and I know they have my S# so we’ll figure it out when they pull me over

It's a package deal with hard plastic plates, adhesive and a full array of letters and numbers. I hang the things from D-rings on the yak, suspended with any small snap or carabiner. Seems to work pretty well so far..
