The PFBC rule would apply everywhere. C&R, no restriction on bait. And they would enforce that.
Landowners are permitted to create their own rules, on their land only of course. They can't permit something the PFBC doesn't permit, but they can place increased restrictions. If they do so, then it is their responsibility to properly inform the public and enforce those restrictions, and violation would be considered a trespassing offense, not a violation of game laws. I do not know whether the Park Service has come to an agreement with the PFBC regarding bait, so I don't know whether a WCO would take any action on someone fishing bait. I'm guessing no, but he might inform a park ranger, who would take action.
Either way, the bait restriction would only apply on Park lands.
And either way, no, I do not suggest throwing rocks at anybody! 🙂
