I responded to Rep. Anita Kulik with the following comments in response to her post about PFBC stockings.

“Hi Representative @RepAnitaKulik. I noticed that the public can’t comment on your posts and wondered why? I was hoping to respond to your post about trout stocking since it appears that the PFBC continues to only recognize hatchery trout in their marketing promotions leading up to trout season. It’s unfortunate that 25% of the agency’s budget goes to the temporary stocked trout program whereas very little funding goes to the wild trout program which is self-sustaining. The PFBC’s continued interest in stocking hatchery trout over wild trout is disconcerting since the science definitively shows that this will harm our wild and native trout resources.
The Commonwealth has more unpolluted water now than when I was a kid so there are many miles of streams that could be stocked now instead of stocking over wild trout. Adding new streams to the stocking list would give anglers more waters to fish and also protect the wild trout. It’s a win-win for both stocked trout anglers and wild trout anglers. The Commission is so entrenched in the hatchery trout philosophy, they can’t seem to see the proverbial forest for the trees!

As Chair of the HGFC, I ask that you share these comments with your colleagues on the Committee and ask the Commission to justify these decisions at their upcoming annual report hearing.

Both PFBC and legislature are apparently trying to keep this discussion behind the proverbial political firewall. Time to ramp it up if wild trout anglers want to make a difference. Need to make this go viral.

Us at D.C.L.O.C. have been working hard getting out the message and speaking in different forums to put pressure on the commission and elected officials in capacity to do something about it.

The financial imbalance of the stocking program has been highlighted here many times, and it is a good argument the cessation or reduction of the program. However, I am not sure money matters. It seems many things done by the government aren't financially viable, yet things continue to exist and be funded.

When I purchased the $10 wild trout permit, I was hoping the money would be used for securing lands, habitat restoration, etc. I figured I could spare $10 and put my good faith in where the money would go.

Good faith and trusting the govt with our money are 2 things that don't go together.😅

But more importantly, do you have anything to contribute to the discussion in the OP? It is a call to action from a voice that carries some weight. That doesn't mean you have to agree with him, but it seems to warrant a serious discussion and to those who agree, a call to action.

I was referring to the Wild Trout Permit, not the trout stamp.

As I have said before, the trout stamp was initiated specifically to help pay for the stocked trout program. At the time a fair number of anglers complained that they were not seeing any improvement in the number or size of the trout. They had to be reminded that the stamp was initiated to help maintain the existing program, not to make improvements in numbers or sizes of trout. I forget whether or not improving the hatchery wastewater treatment systems was included in the idea of maintaining the existing program and thus benefitted from the trout stamp. Anglers were also mistaken to think that the trout stamp was supposed to fully pay for the trout stocking program. It added $ to the portion of the regular license sales that had always gone to the trout culture/stocking program.

I've known it wasn't, becauae I have done the research and pay attention, but also PFBC does a good job of publicly stating they are self-funded (haha) and they dont distinguish the stocking funds from the general funds, so i do understand where that confusion is founded. Pre-trout stamp you could fish anywhere, now, unless you pay an additional fee, you cannot fish where trout are stocked, even though your basic license pays for the stocking program as well.

Im sure PFBC is happy to let that line be blurry as some people wouldn't like that if they knew it was the case. That they were funding the program but couldn't use it.

Now that we know the program is insolvent and they are reaching out to new avenues to prop it up, at some point changes will have to be made. The first of which seems to be opening up revenue from boat launch slips.

Sure, they are claiming 0 dollars are going to stocking, and that may be the case but we all know its just a shell game. A blatantly obvious one at that.
