PA Trout Stream ARCGIS Map Issue

Has anyone tried loading the PA Trout Stream Map through the PFBC website and come to find that the trout stream layers are unavailable to view? For the past 2 days regardless of the device I am using the trout stream layers appear initially and then disappear within seconds with no ability to toggle them on. I have attached screenshots. I am probably missing something, but currently am at a loss.

I have encountered the sane issue with layers not working from time to time. Still not working for me.

Try KMS's thread. There are som alternative options suggested.
