I agree that the consolidation of some of the special reg areas converted some streams that hitherto allowed limited harvest into all year C&R when they really lacked the conditions to hold trout all year. We have one of those cases in my neck of the woods. This was a stream that had long had a FFO section which had allowed harvest during the season and eventually was converted to DHFFO allowing harvest in the summer. This reg remained in effect until a few years ago when it went C&R. This stream almost never holds trout over the summer (2009 was a rare exception) and now the fish just die off. Personally, I would have preferred to see it converted to DHALO but I suspect that this might have resulted in some protest by FFers. So they made it C&R and the stocked fish die off to keep the FFers happy that no spin fishermen intrude. Sure, the dead stockies feed the turtles and crayfish etc during summer but I'd certainly prefer to see some of those fish be harvested by anglers.
 
Fishidiot: I agree with your follow-up observation in the paragraph above, which begins with the word "Personally." Your observation is pretty much the way it went in my recollection. In my "perfect world" they (the warm streams) would have been converted to DHALO and the harvest date for all DHALO's brought forward to Memorial Day or June 1 for some of the same reasons...begin harvesting some fish before the streams get too warm.

Perhaps this topic should be transferred to the general forum, since I suspect people would have something to say about it. I would certainly be curious to learn how the board would have wanted theses warm these warm waters treated in the conversion from DHFFO to some other program, presently C&RFFO. Some have spoken here in the past about the warm temperatures, but not offered a solution.

I voiced my opinion on this subject several times in these past posts. I am in favor of Mike’s idea of moving up the date of harvesting to June 1st, IF more streams or and/or more stream miles become DH areas in PA.
