I think they stock mostly bows now because they are easily reared in a hatchery and are incapable of reproducing if they're triploid bows. I don't think they're trying to "disrupt the browns." If they wanted to disrupt them, they probably wouldn't have C&R regs on them across the state in several places.Rainbow Trout have been the stocking of choice to disrupt the Brown Trout.
Stream temps are likely part of it, but browns being the dominant species is the biggest player.Unfortunately our wild Brown Trout are taking over due to higher stream temps.
