Here is the document that is for the brook trout preservation program by the state of Connecticut.

 
A lot of points that Pennsylvania Fish and Boat are currently implementing. Unfortunately our wild Brown Trout are taking over due to higher stream temps. Rainbow Trout have been the stocking of choice to disrupt the Brown Trout.

I think they stock mostly bows now because they are easily reared in a hatchery and are incapable of reproducing if they're triploid bows. I don't think they're trying to "disrupt the browns." If they wanted to disrupt them, they probably wouldn't have C&R regs on them across the state in several places.
