Hello.

Fished the DH section of W. Clay on Sunday afternoon. Air temp was fine but the water is still cold and the trout seem sleepy. Saw a few other gents on the stream but I wouldn't call it crowded. Some hatching activity - big black stones and small BWO but the fish were looking elsewhere.

Spoke to a very nice gentleman who lives very near to the stream who reported of heavy poaching - even people dragging nets through pools. Understanding there aren't enough people to watch every part of the stream at all times - has there been an increase and is it linked to a bad economy? Keeping a fish out of season is one thing but using nets??? Do people intentionally poach or do they just not know the rules? Should the penalties be increased? Mostly rhetorical questions but it consumed much of my thinking after my conversation.

I think the penalty should be increased to a swift kick to the genitals! There's little to no chance that anyone dragging nets wouldn't know it's illegal.
 
Agreed on the nets being beyond the gray area of the law...

Forgot to mention that your standard nymphs and wet flies were doing OK on Sunday...
