Fished Valley from about 8AM to 12PM just to get out on the water with a good friend. Had to go early for other obligations during the day but we started up at Mill Rd and worked our way downstream to Bradford Rd. Temps started out in the high 20's and crept up to the mid 40's by noon. My friend and I both took a skunking and tried all the normal stuff that works at Valley. Water was running a little turbid upstream but seemed to be clear downstream of the 76 overpass. Still a nice day to be out and get a glimmer of hope for a spring warm up!
 
I will post an addendum to your report since I was there from 1:00-4:00 p.m. and experienced much the same.

Very light midge activity, no olives (I was hoping to possibly see some), no rising fish and no fish caught. Traffic was heavy as expected.

Beautiful day.
 
Forgot to add that on my walk back to the parking area I spotted a few small winter stones around size 18 on the snow. At that point it was a little to late for me to nymph with them.
 
It was crowded more than I like. I did manage to catch two. No luck with midges but the green weenie saved my butt again.
 
It was warm air and cold water today.Fished from 10 - 1. Saw some olives flying around but saw no fish rising at all from iron bridge and upstream, then drove down to the bottom parking pull off on 209 and it was also without action. Caught a nice one a zebra under highway bridge but nothing else.
