Fished from 6am-noon. Very heavy trico hatch, midges, some caddis. Fished up by the water works and took some fish on trico emerger, beetle and a few on beadheads. So many guys were fishing this morning that I had to look for the tour bus when I was leaving. Had to almost take a number to cast. :-o

I used to fish the Tully all the time. This year has been unbelieveable with the number of fisherman. Several times I turned around without fishing and hit another stream. You might be right about the tour bus - maybe it drops them off in the AM and picks them up at Rebers Bridge every evening. i'm sure posting about it on the internet doesn't help.

Mike, are you sure that Berks County and the SE region doesn't need more special regulation areas?!
 
I fished it from 12 til 6:30 or so...

It started at Reber's and caught 2 on a #16 PT and then tied into a monster carp... Let him run me into the backing twice before I decided we should part ways.

Then headed to the water works and caught an absolutely beautiful brown of about 14 inches (he was all girth) on a beetle followed by a few more on an EHC.

Went to get some food and came back to literally 5 to 6 guys lined up at the water works so I went up to the spillway and had the first few deflectors to myself. Caught a bunch (including a carbon copy of the earlier brown) on globugs and nymphs. Saw a heron take a big brownie right upstream from me too. I greeted him with a middle finger 🙂

Went downstream waiting for a hatch, but got tired and just said to heck with it.

Was a decent day to get out there but I wish the morning overcast would've stayed. (at least we had that in philly...)

Last year was the best fishing that I've had on the Tully in years. Frustrating at times because I don't have good fly selections for that particular stream. This year has been frustrating because of the number of fishermen. If you want to fish the trico, you need to be in your pool by 5:15 am or you'll just get what water is left when you roll in around 6. Are there other potential special reg waters in that area? I'm not too familiar with the Reading area. As Jay stated, the herons are a major pain in the A$$ and a source of fish mortality on that stream. There was a huge stink when the stream changed regs to allow spin fisherman. I see 5-50 fish harvested by the great blues everytime I go down there... just depends how many birds are fishing that day.

One thing I can't figure out... the herons dine on the trout but it seems like they're only eating trout. Tully has millions of suckers but I can't remember seeing a bird picking off any of them. I landed 6 fish this morning and 5 of them had damage or scars from herons. That's more of an issue the some guy chucking a panther martin and handling the fish with dry hands. Well, that's if the spin fisher catches any.
 
Been fishing the Tully since the early 80s. I have never seen so many dudes. I fished this AM, July 1st. Elbow to A$$-hole. Tricos were very heavy, best I've seen in years. Took a ton of fish (again). This is a very good stream for the beginner or for the accomplished angler to put up some serious numbers. I fished it over father's day w/ my dad and we both put a hurtin on the fish. I clearly had over 20 fish in 2-3 hours.

FYI - I believe the Tully regulated water has always been ALO and spin guys could fish it. They do catch their fair share at times, which isnt a bad thing.

I also understand the PFBC just stocked below the Covered Bridge. I saw the other day the release Temp from the lake changed dramatically, much cooler. I'm assuming this was to accomadate the STOCKIEs with cooler water so they don't go belly up immediately. I hope this doesnt deplete the coldwater pool in the lake too much...it is limited already.

I will say temps this AM were nice and cool. Wish it could stay like that all summer.
 
the water was icy just below the dam yesterday. i didn't have a thermometer though.
 
I wet waded on Sat, took the temp around 6am and it was around 64. Very surprising since the releases have been around 68 degrees for a while now.

If you look at the USGS chart you will see 2 blips, one on the 27th and then another on 29th. The Corps adjusted the valves on each day to release water from different depths in the lake.

Before the 27th, the water was 70 degrees being release from the Lake. After which the temp dropped to around 61 Deg. Then the temp came up on the 29th to around 66-67 Deg.

See the attached link...You can clearly see the drop or rise in water temp when the Corps adjusted the valves.

My questions are

1) can this water temp currently be sustained all summer long?
2) was it worth the potential to deplete or put a serious dent in the coldwater reserves in the lake just to accomadate the recent stocking by the PFBC??
 
I don't think it was necessary to accomodate stockies - it makes no sense, unless they have more reserve than I am aware of.

In my mind, the ACOE has done a terrible job at planning releases on both the Tully and Lehigh. These are 2 resources in SE PA with unbelievable potential as trout fisheries and these dam releases are not being conducted in a manner that will sustain trout. True, trout do survive under the current plan, but it could be sooo much better.

On the Lehigh, to blow out the cold water reserves every other weekend for rafters is a travesty. I know there are economic impacts in that area surrounding rafting, but there could be the same surrounding a world class trout fishery - and rafting could still occur there and elsewhere...

Just some thoughts - I know I'll continue to be frustrated.

No doubt the releases could be better managed for the downstream fisheries, but there are some pretty impressive limitations at both of these impoundments.

BUT...just last week a MAJOR annoucement was made by the partnering agencies re Francis E Walter and an upcoming study that is now 100% funded! This is the start of the process to turn the downstream Lehigh into an even better coldwater fishery.

Apparently, how crowded the Tully was leading up to the June 30 reports depends upon when you were there and where you fished. I interviewed anglers on June 25, 27, and 28, and could have had the waterworks area almost entirely to myself on those days, had I been fishing. I found one angler on two of the days (same fellow) and no anglers on one morning. I did find one or two sets of wet footprints on the steps, so I know I missed a couple of anglers, but the waterworks just was not being fished much for whatever reason. It was always the first of the popular areas to clear out and it was the most difficult location to find any anglers, besides the Palisades and covered bridge reaches. I never found an angler at the Palisades or in the vicinity of the deflectors near the dam in three days of searching. Almost all angling pressure on those days was at Rebers Bridge (within sight of the bridge). Few anglers ventured out of sight. The other localized area of high pressure was the mouth of Cacoosing and the first 100yds of the flat above and the first 50 yards below Cacoosing. Some anglers fished in the vicinity of the Rt. 222 bridge, but there was always room for more there and hardly anyone fished near the covered bridge. Good usage, but not overcrowded I would say. Once the tricos stopped you had the whole creek to yourself for the afternoon and then lighter numbers of anglers were present in the evenings.

Thanks for your report on the Tully. Just a few observations; your angler survey was done during the week on a Monday, Tuesday, and Thursday. I’ve been lucky enough to be able to fish during the week the last couple of months, but I am usually like most guys, a weekend warrior. In addition, in the summer, most of the fishing pressure is in the early morning and evenings. I would like to see a survey done on a Saturday or Sunday, or late afternoon and evening during the week (after work for most people); the parking areas will be full.

As far as where the fishing pressure is, with the low flows < 200 cfs and the warm temperatures, the amount of fish holding water at the Tully is limited. Of the 3.8 mile SR section, less than a mile of the stream in the section holds fish in the summer. I agree, most of the fisherman cluster near the bridge over “the road to no-where”, the paper mill, and Rebers bridge. Guys catch fish there, but there are reasons for that. Many may not realize that the release at Blue Marsh is only marginally cooler (2 or less *F) than above the dam at the Bernville gauge. Plum Creek at Rebers bridge and Cacoosing stream at the papermill flow into the Tully. At this time of year, the temperature near these feeder streams is actually lower than upstream at the dam – and the fish know it. Also the overall water quality may be better near the tribs. The waterworks area that you mentioned has one small stretch that’s holds fish near the steps, upstream you can walk for a long way in ankle deep flats and never see a trout in the summer. The Palisades is great looking water but is usually more lightly fished after the spring for the reasons stated above. The slow water at the covered bridge area is also tough in low flows and higher temperatures since the fish tend to hold in areas with more current in the summer. To sum it up, fisherman tend to fish in the places were they are / were successful, even if they don’t know the reason for it.


We had a discussion in the spring on the board about the change from fingerling to adult stocking on the Tully. In my experience, the fishing has been good overall on the Tully. One thing we must remember is that an extra amount of juvenile brown trout were stocked in the fall, adding to the number of fish. I would like to see the fingerling stocking resume in the Tully, but if stocking adults is the only alternative, we’ll have to live with it. Just my opinion.
 
I fish the Palisades only pretty much, I would say its rare I have the place to myself. depending on the day I usually see between 2 and 4 other anglers down there. This past Sat I saw 3 other anglers besides myself and my buddy who I went down with
 
Tully is out of control with people compared to years past. Sure, there are more fish with the adult stockies, but the hype is going to destroy the fishery. It has definately degraded it as far as my experiences...
 
Yes.....send enough emails to Mike Kauffman asking for fingerlings. Get enought anglers together and he may highly consider the request.

Go to the next Commissioners meeting and make the request there too. Commissioner Czop is the regional commissioner, petition him as well.
