Yeah I looked it up once too ..right after I got home from a striper trip we bought for my father in law. The boat was equipped a small bait live well, filled with about 2 dozen 4-6 inch hatchery brookies. I asked him how he was allowed to have more than 6 at a time ( that was the limit then) and he said he has a bait dealers license. Of course when I asked him that he looked at me, then my brother in law like, "should we throw him overboard now or later?"

I guess I was wrong about the transport thing. Do you know if you need permission to stock those fish on private property? I am not sure? Paul

I used to do both catching and stocking, and fish with species other than minnows. There was a time that both were legal. And then both were illegal a few years later. And now they are legal again. I would check the regs on that every year if I were to start those practices up again.

If I read the regs correct? #2 says

Open system artificial propagation permitted; however, introduction into Commonwealth waters only
with the written permission of the Executive Director of the PA Fish and Boat Commission.

So you need permission? Paul

Paul, #2 is a footnote that applies to only those species that are marked with that footnote. It does not appear that this is a limitation for the 3 "trout" species.
