Yes, most of the potential for reconnecting streams and floodplains in this way is on public land.Where they can, the restorologists (my term) are dropping a lot of wood debris into rivers to create salmon and steelhead habitat here in Oregon. All of it on public lands, which is fine, but in most areas of the country, private land borders the streams and rivers. Very few owners want to give up their 'valuable' land to the river system. TedTurner might be the exception.
