I must have not fished far enough down. I was about 1 1/2 miles below the lower tunnel. 2 TOUGH days nymphing. Only brought 1 fish to hand after about 5 hours of nymphing a sz. 14 euronymph to resemble a Hendrickson nymph in color.
Heavy olives both days. Fish didn't care. Saturday, a couple smaller fish but not much interest.
1 1/2 hours of light to moderate Hendrickson activity on Sunday, 230-4. No spinners seen.
Water conditions were...perfect?. Pretty much. Better than you could dare to expect in March.

Was out on Penns Sunday as well. Noticed the same bug activity around the same time that brought up a few risers. Had good action in the morning on both bright green caddis and olive pheasants tail nymphs, but couldn't figure them out on top in the afternoon. Got most of the fish in what I would not consider "prime lies". Had better action in the shallow, quick sections than the main runs/ riffles. Seemed like there was someone in almost every riffle from the Weikert lot up towards Poe Paddy so maybe I was just getting the scraps of what the guy ahead of me had not caught or spooked from the best looking water.

Are the rainbows on Penns Stocked?

Yes.
I find a lot of rainbows in the unstocked waters of Penns. Those areas classically referred to as "the project" and the other slot-limit water section. They do stock the living bejesus out of it both upstream and downstream, though, so it makes perfect sense.
