Yes, in this case (White Clay), I would agree. Overwhelming numbers of anglers apparently liked the program.
 
I wish the DHALO section covered the main branch just north of Delaware. The water is bigger and with more features. I think the BT would have a much better chance due to the deeper pools, and it is just more fun to fish. I fish this stretch often during the regular season. You can still practice C&R in the put and take sections. It is usually less crowded than the DHALO section just upstream. My most productive fly on this stream is the often overlooked Walt's Worm.

It would also be a great spot because it would be continuous with the DE DHALO section of White Clay. If you had both licenses, you'd have a lot of stream to cover.
 
i agree - it seems odd to have the PA Put n take water up against DE DHALO - though i think its actually DE FFO water ?

they have miles and miles above Good Hope Road as well as the whole EB of the White Clay for Put n Take already.
 
Check the implementation chronology of special regs and stocking programs on the Middle Branch and on White Clay proper in the Pa. and DE portions and it becomes more clear. Also, Middle Br, in the DH, was cooler than White Clay.
 
Giving this a bump on the off chance someone can answer a dumb question. I'll be in southern Delaware hunting snows on Feb 1st. I added a trout license thinking I'd stop at White Clay Creek FFO section on the way back to PA, but for the life of me I can't figure out if it's even open between Nov. 30, 2019 and April 6th, 2020. From what I'm reading, seems like all trout streams are currently closed. Can anyone confirm? Thanks.

This is correct. ^

Just to be clear, we're talking about the PA section here (which is the FFO you're inquiring about). I don't know if White Clay Creek is open to fish in Delaware.
 
The White Clay Ck in Pa is a regular stocked trout water. The lower section of the Middle Branch of White Clay Ck is a Keystone Select DHALO Area. It is not FFO and not contiguous with the Delaware portion of White Clay Ck.
 
Thanks for the responses. I should have been clearer, I bought a DE trout stamp and fishing license planning to check out the White Clay Creek FFO (there is one, according to DE website) section south of the PA border. Assumed, being from PA, a FFO section could be fished year round, but can't seem to confirm. I'll see if I can get an official answer over the phone or email.

"White Clay Creek from a point 25 yards above Thompson Bridge at Chambers Rock Road to the Pennsylvania state line is designated as a fly-fishing only trout stream (restricted trout water).
