Barnegat Inlet is my favorite spot on the Atlantic Coast. I don't know how much experience you have fishing there but the bite depends a lot on tide and season, and varies almost daily. Fishing in July isn't the best month and I'll admit that I stay away from the shore during the summer tourist months so I don't know it as well as the spring and autumn months. As far as wading Barnegat Bay goes, I'd access it from the north side off Island Beach State Park. It's best if you have a kayak but there are plenty of bayside access sites for waders. If you can get back around Oyster Creek Channel during early morning or evening you ought to get a good shot at weakies or fluke. Try a green over white Clouser. Small bluefish will be around and small, white poppers should get bit. If you're not too "purist", try chumming with grass shrimp and you'll greatly increase your chances. It's a bit early for albies (Sept-Oct is better) but you might get a shot at an albie off the north jetty. Early mornings and nightime should see some stripers around the jetty - try a large, black Clouser. If you're fishing from the LBI side, try Myers Hole which is accessible from shore and good wading. The local shops can give you directions if you don't already know how to get there. Low light conditions are best in summer. Hit the tides "mid-tide" when the currents are pulling strongest.
