Is the stream substrate the same and conductive to reproduction? How is the water source in the summer? Do they really have no fish or just a truly low population? There are a lot of factors. I feel like there are streams all over that surprise you one way or another. It is really interesting subject to look into. I don't know your region or streams well enough to comment specifically in this case, just offer some ideas. Predation and food sources could be an issue too.

I would say that water temp is the biggest factor. I have already temped the stream out at 68 degrees last spring. A shot of warm water from a tributary is the likely cause. Also, as Mike stated earlier, the habitat for spawning is not very suitable as the stream base is devoid of gravel in most areas and a lot the pools are silted.
