Pennsylvania State Constitution:

Natural Resources and the Public Estate
Section 27.


The people have a right to clean air, pure water, and to the preservation of the natural, scenic, historic and esthetic values of the environment. Pennsylvania's public natural resources are the common property of all the people, including generations yet to come. As trustee of these resources, the Commonwealth shall conserve and maintain them for the benefit of all the people.

I think our state gov has the exact opposite belief about OUR state lands.
They think it is theirs to give away to be raped as fast as possible.
 
Agree. An agency acting in accordance with Article I, Section 27 would never build a hatchery in the headwaters of a stream like Big Spring. Resource First my backside. Presume it is a cash and carry affair with Range Resources in attendance.
