What criteria should be used to determine what is allowed to be privately owned versus what should "belong to everyone"?
 
Several western states have a voluntary public lands acquisition fund. All dollars collected are used to either purchase or lease public access easements and stream banks. If you wish to use those publicly purchased or leased properties you must purchase a stamp. Funds raised purchase more accesses and pay leases on existing accesses.

See Colorado as an example.

Why doesn't PFBC do the same?

There is a very distinct difference between "donate if you wish and we will match it to purchase access for everyone" (PFBC CAP program) and "if you wish to use funded access you must donate, too, and we will use those dollars to purchase more access" (Colorado program).

One will get marginal funding (PFBC). The other will generate millions of $$$ (Colorado).
