I find it interesting that nowhere in this document do they have their current philosophy of "A good trout is a dead trout; preferably on a stringer."
 
Oh, I thought that was the motto of wild only trout fishermen. I have never heard the PFBC use that.

Where do C&R regs fit under that philosophy? :roll:

That's probably because that is not THE current philosophy, but rather a component of an overall philosophy that probably on balance is in the top 20% or so of states with significant wild trout resources in terms of being forward looking.

I think PA does pretty well by its wild trout anglers when we consider what percentage of the overall user base they constitute.
