in the marek for a bamboo rod, can't dedicde between a ORVIS Batenkill 7.5'' 5wt and Pine river 7.5'' 5/6wt by Steve.

Fish mostly small-mid size streams, by the way, is Penns considered a big or mid size strear? anybody have any insights or suggestions? would appreciate them!

I would say penns at the C&R is either a large stream or a small river. it really depends on where you fish it. Above Elk creek, I think it is a medium sized stream.
 
Penns, in the canyon anyway, is one of the largest wild trout streams in the state. For comparison (the following includes some stocked waters, I know).

Enormous Rivers: The D, Allegheny below Kinzua
Very Large: LJR, Penns in the canyon, Pine in the canyon, Loyalsock, etc.
Medium-large: Spring around Paradise, Penns above Elk, BFC, etc.
Medium-small: Valley, Elk & Pine (Penns tribs), Falling Springs, Letort, etc.
Small: Won't even try to name them. Basically any freestoner with "Run" or "Brook" in the name.
