Sage rod

Looking to buy a rod for the ocean, something cheap because I will barely use it. Found someone advertising this rod. Sage 9ft, 9wt, 2pc B990sfl. I have not bean able to figure out what the B990SFL stands for. I am a newbie to this art so any help would be appreciated. Also, what is the most I should pay for this kind of rod used?

They were blowing out the Xi2 models since they were closing that line out.

I think TFO has the TiCRX model for salt. Not too expensive either.
