can I buy a 7/8 weight fly rod and reel for steelhead and down size the leader and tippet and use it for trout fishing?

You could but I wouldn't. A 7/8wt rod is overkill on PA trout. If you lived in Alaska it would be a different story.
One problem with the heavier rods is you won't get the delicate presentation you need for smarter or spookier trout, the line is too heavy. And the heavier outfits aren't as easy to fish, IMO.

What Cathy said, I seldom use anything other than a 4 weight.
