By some foam ear plugs, and split them long ways, epoxy the hook in. Add some feathers and flash and enjoy a cheap popper.

That's a good one , used to work in a steel mill , i can tell you the used ones , with a little ear wax on em work just fine.

If I didn't know it you would be my Brother. He's got some of the cheapiest most effective stuff out there for about any species of fish. You should see the walleye and smallmouth he catches on his home made stuff. He's not totally come over to only fly fishing but I can tell you that he has the grace and precise muscle to make my rod look like a thread through air, through feothers. Still working on him. He thinks he stinks. Very fishie. You just can learn that!

Earplug Poppers also have heard of some people heating the hook and melting the plug onto the hook.
