Relying on electrically powered devices to keep a creek alive sounds like it could be a problem to me. I realize they are supposed to have backup power, etc., but it seems like relying on pumps to keep a creek flowing is a recipe for disaster.
What was the creek like before the quarry came along and pumped water into it? Or was the creek viable before the quarry, the quarry stole water, and is now trying to keep the creek alive? I'd be curious to know more about the history of the Bushkill in this stretch.
On a side note, I fished the Bushkill back in the fall (Oct 20th) of last year in Tatamy and the Mill Race Park area. Some pretty water, but the fishing was terrible. It was a side trip on the way to see my daughter's field hockey game at Lafayette (next to the creek), so all was not lost. Thankfully it wasn't a destination trip.
