if thats a wild fish, its a trophy for anywhere in pa(except maybe some CV spring creeks that have natives). It doesnt look stocked to me, but it appears to be around 14". Ive fished over 50 native trout streams and my personal best is 11 3/4". I dont know anything about the stream you caught it in, but i do know trout can migrate very far if there is no barrier for migration, especially in search of a coldwater sanctuary. stocked fish can also get very colorful when they are in a high quality, fertile stream and eating what the wild fish are eating. That is a really nice brookie either way.
