fishining the bay

I was looking at fishing the bay from the shore and i have a bunch of questions. What kind of licenses do i need and how much does it cost? I was looking on the Md fishing website and wasnt sure which one i would need. Also is the fishing good from the shore? I was looking at sandy point state park specifically. I know blues and stripers are what people fish for alot of times, what else is there. are they pretty easy to catch off the shore? Any tactics with or without a fly rod? Im pretty much open to any suggestions. im sure ill have other questions but this will get me started. Thanks in advance.
