Waterproof windproof jacket?

Anyone have any recommendations on a good waterproof and wind proof light to mid weight jacket with a hood? So far I've been looking at the northface apex bionic and llbean pathfinder jackets however neither have hoods. I'd like to be around the $100-$150 range. What is everyone wearing?
 
I use the Orvis Clearwater Packable Wading Jacket.
I'm happy with it.

One of my better value purchases. Great jacket. It's just a shell, no liner, which is what I was looking for. Waterproof, windproof, draw strings on the hood and waste, good cuffs, lightweight, packable, large pockets, drains well if you wade over it.

While it's breathable, it's not the most breathable fabric out there. The body is very well vented with one of those cape like vents on the back, so it's about as good as it gets there. On a hot day, my arms get a little clammy, though. That's about the only shortcoming I can even come up with. For the price, it's the bee's knee's!

These seem to be shells. Any more mid weight like 30-40 degree type jackets?
 
Ah, sorry. I took your post to mean wading jacket. Anything with an insulating liner will soak up water when you wade over it. Insulation under chest waders, jacket shell over.

For regular use, I would also recommend Columbia, then. They make good jackets. Also, with the whole shell/removable liner thing, they can be converted to a wading jacket in a pinch. Just wear the liner separately, under the waders.

Your soft shell jackets your looking at are essentially no different than a liner for a Columbia type jacket, or even a decent quality fleece. Insulation, yes, but you're not going to get waterproof and breathable from a soft shell.
 
Thanks pcray. That does make a little more sense. So I guess I need 2 jackets :). Seems like a shell would be a little more versatile with the ability to layer underneath.
 
I use the one I posted in 30º weather with layers, T shirt, U/A long sleeve shirt and a fleece pullover. I've never been cold. I fished in the snow twice with it on.

Nope, you don't need two jackets, in fact your second sentence is right on track. You want to layer your warmth and put chest waders over that. Then put the "shell" wading jacket on.
