I think the issue is when you have 66,000 birdies dropping a deuce then a thunderstorm rolls in....now what?.

Big Spring is EV (Exceptional Value) from Basin, Source to SR 3007 (T 333). Not sure if the coop falls in this limit but the DEP is very stringent to EV/HQ streams (at least in SEPA!). New regualtions are even stricter with EV streams and mandatory riaparian buffers are needed in these areas. They are also trying to tacke the nitrates problem in the Ches. Bay watershed. The new manual is on the DEP's site I beleive. Perhaps they applied under the older regs but it would still raise a major red flag to the DEP. Should be intersting to see what happens, I cant see the DEP just letting this "slip through"...but

The Township did not approve the permit at last night meeting.

We were well represented by the Fish&Boat Com., and Trout Unlimited.

The issue is not totally dead yet. The only reason the permit was refused was due to the state issuing a roadway permit based on bogus information.

Would it make sense to move this thread into the conservation forum? It's going to get lost among the stream posts if it stays here.

lol How much of earths surface is water? You build anything and it's gonna be near a stream. I think the chicken poo will be ok.
