Retirement funding is the big issue that needs to be remedied. Problem is PAFBC WCO's are = to PA SP officers in jurisdiction along with fish and game codes. Perhaps it is time law enforcement is transferred to the PA State Police it would save a bunch of money the Commission and Commissioners say they do not have.
Better to save money by stocking less.
Have fisherman fish in large groups in confined waters where the WCOs can enforce rules and regulations of the Game, fish and State codes.

Just raise the Trout permit to $15-$20 and stock more fish in more waters. Right, that might work in bringing new fisherman out.
and/or:
Lower the creel limit, it will make more fisherman limit out on their time on the water= more successful.
