I think polls work differently now. I had problems at first.
The new steps
1. Be in the forum like the General Forum
2. Click the New Poll button at the top
3. Complete the new post title and comment
4. Click Submit
5. Now a new poll option will be displayed - Fill out the poll
6. Click Submit
You should be good to go. Not all Forums have the poll option.
