How about this? An App that allows smart phone people to choose streams throughout the state and set an alert when the stream goes above a chosen CFS or below a chosen CFS. When a threshold is crossed an email alert is sent to the user?

I think the USGS sends certain data to your phone. At least I saw something that said "sign up for alerts" the last time I was checking gauges. What those alerts consist of, I don't know.
