Low Water

While fishing Kettle last weekend and as reported in my Stream Report, Kettle was low, REAL LOW as were every other stream , river,I.E. the Susquehanna please excuse the spelling, etc.
Will these bodies of water be able to rebound in the Spring?
I have fished the area for 25 years and although I do not live in the N.C. region I have never seen water levels this low at ANY time of the year up there. Also how or will these levels effect the trout population.

The Smokies had an awful Summer in 2007 and when the levels rebounded over the winter and spring, the observation was a lot less fish, but more bigguns.
 
Have not fished Kettle is years was my favorite stream as a kid my uncle has a camp in Cross Forks. Penns Creek, Elk Creek, fishing creek are also horrible low right now Penns is at 20% thats bad. The rain has come do not think we got what they said at first but any right now will help.
