Commissioners do not generally maintain an office or office hours, the Executive Director is their day-to-day, hand-on designee. I would suggest working up the chain of command in the appropriate bureau and division. I suggest you start with the regional office, then the state wide chief of fisheries management, then the Director for Fisheries, then the Executive Director of the agency.
