Black Quills and Blue Quills

For you knowledgeable enthusiasts out there, I was wondering if in eastern PA the Blue Quill and Black Quill are one and the same thing?

From a practical perspective, the few rising trout of Penns Creek were eagerly smacking a blue quill imitation last night. I follow Bruce Fisher of Penns Creek Angler for stream reports, and he keeps referring to Black Quills.

Just curious. Thanks for any insight.
 
The answer is "maybe".

"Blue quill" and "black quill" can each refer to several different species, some of which are the same.

As I would use the terms, a blue quill is one of several different species of the genus Paraleptophlebia, whereas a black quill is the one of genus Leptophlebia; others use the names differently. (I'm using the old names here. Some of the paralepts are now Neoleptophlebia.)

Using the names I indicated here, black quills are considerably larger than blue quills.
