I'm expecting BWO on valley creek in Chester county. These where all over my car. The wing doesn't look like a mayfly wing and its throwing me off. Otherwise I'd say it was a BWO.

Black midge. Gillions of them hatch, pretty much all year round.

I fish them there but have never actually seen one not in flight. Thanks.

I also assumed they were all very small. These were about 18-16 size.
