I have a 5 weight that's 9' and I would like to have a lighter set up for fishing pickering and french creek should I go to a 3 or a 4 weight and shorter?
 
I'd go for a 7'6" 3 weight.
You'd have a shorter rod for smaller water and if you get a 4 wt line you could use that on either rod, to line up or line down.
 
I would drop down to the 3 weight.
 
I agree with a 7'6" 3 wt. I have a 9' 5 wt. and a 8' 4 wt. and I should've went with a 7'6" 3wt. Instead of the 4wt.

A 7'9" is a great size for those streams. Hard to say if a 3 or a 4 would be best because manufacturers rate so differently. So, it would depend on the specific rod.

But (flame suits on) it's possible that overlining may help if the rod turns out different than what you expect.
