Where does one find info on what flows are optimal for different streams .... is that info out there on the interwebz?

Probably this website is your best bet. It's largely a "knowing" thing.

Knowing is important for understanding how wadable it is, etc. when high. As well as knowing that this stream fishes best when high, and this other one is ok to fish when low, etc.

Most of them do give "median" flow, though, which you can use as a baseline for "typical", and hence whether it's on the high or low side. The shape of the graph typically can tell you alot about water color, as well.

Drove over a couple of them on my morning commute. Just took a glance and said "yep, that's a lot of water" and kept driving!

Lots of black dots in the southeast part of the state on the USGS streamflow map. Looks like a good time to tie a few flies.
