Didn't lose anything. Failed to gain. The rule that was overturned was created in the last month of Obama's presidency and had not yet taken effect. R''s basically had to undo it, which was the D's plan. Had D's had the majority they would have never made the rule, cause it would bankrupt the whole industry.

But this way they can get a headline blaming R's for ruining the environment. Political theater.

Bottom line is the rule in 2017 is the same as it was in 2016. New rules will never take effect.

For those not in the know, Obama made the rule to end the rule that Bush made during his Administration, which was to change the intent of the clear streams laws, and what streams should be included under the clean streams laws. It's not on 'O' at all. Clean streams laws went through the Senate and House with huge majorities. and Bush 30 years later tried to circumvent the clean stream laws.
