Did anyone else pick up on the fact that they're using money from the voluntary wild trout permits for habitat improvement on Spruce Creek? You know, the stream that literally has 985 yards of public access out of 15.5 miles and is arguably 98% stocked fish?

15.5 miles of "natural reproduction" and 2 disjointed sections of class A totalling 985 yards.

Can't wrap my head around the rationale there.
